Can i use a colour remover to remove my semi perm black hair dye?

I had light blonde hair and today dyed it black with semi perm dye , can i use a colour remover to remove it? then put a blonde dye over it? or is there another way?Can i use a colour remover to remove my semi perm black hair dye?
I used a color remover to get the black out of my hair. (Its naturally blonde/red). It does work..but my hair was orange-ish and I had to bleach it a few times to get it blonde. After you do it..your hair may not hold color well. And more likely than not, it will be gummy (not super gummy but..gross feeling, hard to brush and breaks off easily.)
